Billebogen Entwicklungsgesellschaft mbH & Co. KG (BBEG) is a wholly owned subsidiary of the city-owned HafenCity Hamburg GmbH (HCH). The city-owned Entwicklungsgesellschaft was initially founded in 1995 as Gesellschaft für Hafen- und Standortentwicklung GHS.

The bundling of non-sovereign tasks in a separate Hamburg company ensures the integrated planning of the areas as well as the efficiency and quality of the complex urban development task. It also creates the conditions for a strong focus on innovation and at the same time guarantees a high level of government control.

Together, HCH and BBEG oversee the development of the entire new inner-city transformation area consisting of HafenCity and Grasbrook (both under the direct responsibility of HCH) and the Billebogen. Their Supervisory Board - chaired by the First Mayor - is made up almost exclusively of members of the Senate.

For the development of the three districts, the BBEG is also working closely with the district of Hamburg-Mitte and in particular the authorities for urban development and housing, for the environment, climate, energy and agriculture, for transport and mobility transition and for business and innovation.
